Pertaining to the firing incident this Saturday J&K police has registered a FIR against Army Personal in shopian.
CM Mehbooba J&K said on Monday that it is the government’s duty to take legal action against Indian Army personal against allegedly killing of two civilian in Shopian.
Mehbooba said that that this action should not have any demoralizing effect on the Army, she said this in defense of her government’s decision.
Mufti has even spoken with Defense Minister Nirmala Sitharaman who has asked her to take proper action for any negligence .
While speaking this in the assembly this Monday mufti faced a lot of opposition in the house which led to adjourning motion in context with the killing of two civilian in the shopian.
J&K Police on Saturday has registered FIR under section 307 (attempt to murder) and 302 (muder) of Ranbir Penal Code Garhwal unit of Indian Army.
Mehbooba said“I do not accept that the Army gets demoralised by such actions. The Army is an institution and has done a wonderful job. But a black sheep can be anywhere... Among judges there can be black sheep, but we can’t paint every one with the same brush,”
“If some Army officer has committed a mistake, an FIR has been lodged and it is the duty of the government to take it to a logical conclusion,”she added
“The police asked the Army to not pass through the village as one of the militants killed in the encounter was its resident. The Army, because of some compulsion, took the route but their vehicles came under stone pelting resulting in the killing of two civilians in the firing,” Mufti said while giving details of the incident.
“Every now and then we have unfortunate incident that should not have happend.” She added.
Mufti Said “We are asking the Army and other security forces to maintain utmost restraint but it is also a fact that unlike in the past when villages used to get deserted if there was an encounter, or even a fake encounter, now hundreds indulge in stone pelting on security forces when an encounter breaks out,”
Mufti said she is have always advocated restraint dealing with civilian. I ask forces to restore to arial firing instead of direct if they have no choice left.
I spoke to the defense minister immediately when things came to her knowledge and she was positive on this, told Mufti in the house.
“She said if you feel there is carelessness (on the part of the Army), you take whatever action you want to take. Subsequently, we lodged an FIR and ordered a magisterial probe,” the CM of J& K said.
